The idiom “Customer is the King” is a very common one, but is the customer really the King? Most of the time it turns out otherwise. The customer has to run around begging for proper service and this is for private companies, if you fall into the hands of any public company God alone can save you!!
I had such an experience recently with BSNL when I subscribed to their CDMA based internet connection which they call the ‘NIC Card’. On Aug 2nd I went into their Customer Service Center in NR Colony, filled in the application, submitted the required documents and paid in the security deposit and got the device (Huawei EC325). I was told the number would be activated by Aug 4th (Monday). Monday came and went so did Tuesday, nothing happened, I was still unable to connect and no official communication from they about any blockers.
So on Wednesday (Aug 6th) I went to their office at 10am (which is their opening time for such queries), 5 mins….10 mins…20 mins…30 mins…still the concerned person had not yet come to the office. Finally one of the other official told me to give my contact details and told me they would get back to me.
Finally at around 12pm I got a call from the CSC office telling me that there was a problem with the exchange and they would have to reconfigure the device so I was asked to get the device to their office at 10am on Thurday. So next day I reach their office at 10am sharp…and the same story continues…the person who had called me was not going to be coming to office that day and the next in charge who would look into this arrived only at around 10:35. The official told me that there was a mistake in the number alloted, instead of the number number ending with 89 they had feeded it as 59. Oh! Come on…so the official had a long talk with the various dept’s and finally confirmed that the device would be reconfigure to have the number ending with 59.
Once reconfigured, there was no network available hence was told it would work, as it was already 11:30am and I had to get to my office, I accepted their word for it and went. Tried it later that night; it was still not connecting. So went to their CSC office once again at 10am…and as usual waited for the customary 30 minutes, after which the main official came, checked and tried various things and finally told me that there might be some malfunction in the device and it was best for me to cancel the connection and get a new one.
I squarely refused to do so, since there was a three month commitment period and if I ask for disconnection it would mean that it was my fault and I would have to end up paying the three months rental. So I gave them two options, either repair the existing device or if they feel it is not possible to do so they could give me a new device which they could without my involvement that is internally closing and opening a new connection. They went for the first option and told me that they would send the device to the Whitefield office to check and asked me to come on Tuesday (12th Aug).
On Tuesday….I wait for the mandatory half an hour and then they tell me that they are yet to send it to Whitefield. I ask them when I should come back for which I was told that they would call back when it is done. Days pass by and no progress, since I was free on Aug 16th (Saturday) I went into their office and enquired again, and they tell me it has still not been sent to Whitefield. W
Now this was getting a bit too much even for my level of patience, so I told them to check the device again and I sat along with them to see. They again started calling up different department, on one such call they mentioned the ESN number to the other dept, this is when I realised that they had the ESN entered wrongly into their system as well, and not just the phone number. Instead of the ESN number ending with 50D, they had entered it was 500. I told them this, they were really happy at my discovery and the other dept quickly changed the ESN number in their records to the correct one. Tried connecting again….still not happening.
Was this device faulty or something…well I was not the one to give up after all this…so asked them to reconfigure the device again, this is when I noticed that when reconfiguring the device earlier they had changed it from ending with ‘89′ to ‘99′, instead of ‘59′. This was the epitome of mistakes. They finally changed it under my hawk eyes and when they tried to reconnect…viola the connection happened. Half a month of patience, numerous rounds to their office and hours of waiting had finally ended. They thanked me for helping out and as I left I had just one sentence for them “Thank me now, but when the bill for the month comes I will be back again, since I have not had service for half the month (2nd Aug to 16th Aug) and you will have to deduct that.”

It should not have to be like this. Not for anyone or anything. The problem is that the people working in consumer service never get paid to fix your problems. They are paid just to be there.

@Aleksandersen: That was my whole point, the customer support people behave like it is always the customers fault, they never except it to be their fault.
I was infact lucky that the device was not faulty, if it was by any chance they would have made me disconnect the existing connection and apply for a new one. This would have meant that I would have had to run around their office many many more times trying to invalidate the huge 3 month advance bill (minimum contract period) which they would have sent for the disconnected connection.
And I would not say consumer service are paid just to be there, this may be true for many companies who just for the sake of it keep a customer service, but in many cases they have been helpful also.

@Rajeev : I do not know about the SMS charges and if they allow you to send SMS. But I know that they do not allow to you to make using the device.

(a) Please check with the BSNL csc for this, but it should be possible, else you can always get the drivers from the manufacturers site.
(b) No, outgoing calls are blocked.
(c) Yes, there are two type of devices, I was lucky enough to get EC325 which is USB based. Please let them known you want a USB device.

Hi friend, I sympathize with you as you had to undergo a lot for that data card , I gotg itg in 1 day ( My Fatehr is a senior officer in BSNL
) But the problem now is tghat this device is really slow.. it connects at a max. speed of 230Kbps but delievers me an avg speed of abtt 3KBps ( arnd 30Kbps ) Now that’s really bad I cant even use Google Talk with that.. so friend I just wish to know that are you getting good speeds and is their a way of recieving good speed with this device or a way to somehow return this back , as I am also on this 3 months rental Plan !! @Vivek : Sad to hear that you are getting such low speeds, I too sometimes get the speeds you have mentioned. But the point to note hear is that it all depends on the network signal, hence nearer you are to the BSNL CDMA tower the better it is for you, farther you are the worse it gets.

@Kuldeep : They did not provide me with any option, I was specifically looking for the USB one, and when they showed that to me I was happy directly went for it. Best for you to ask the BSNL people if they provide it.
@Suresh : As per what I have read and heard, currently you are locked in to the city you buy the device. So you would not be able to move between cities like the TATA Indicom card.
As I said before the speed for me varies for 3KBps – 19KBps depending on the day and time.
@Anoop : Better check with the BSNK customer care center, else you can check for the updated software at Huawei website.
@Jaymin : Here in Bangalore they told me it would take one working day, but since I had issue with the wrong configuration it took longer. But it should not take longer than two days.
@suhail : Please check my comments above, it all depends on where the CDMA towers of BSNL are situated. Better check with your nearest BSNL CSC regarding this.

i am one of the recent subscriber of bsnl nic card ( Huawei EC325). It was earlier informed that the particular device provides 144kbps, but it hardly crosses 2 kbps downloading. The device shows 230.4 kbps but using it is nothing but pathetic. In short, the speed is pathetic and cant be used.
Please make a remedial suggestion so that i can continue with the service or i will helplessly have to get disconnected which will definetly have a bad impression on BSNL service.

@nitesh: You should first resolve if you are getting the slow download speed when downloading from a particular site, it so it would be some restriction from that site. The second point you have to note is your signal strength, how good is it? If you are getting good signal then you should get good speeds. Thirdly if you are on windows check that no other software is downloading in the background and limiting your speed (check the statistic option as see how much you have downloaded and uploaded in this session).
You should get in touch with your BSNL CSC and give a complaint and ask them to check it. If even after checking if your situation does not improve, then go ahead and disconnect. No point in keeping something which does not work!

hi, i have purchased NIC card just last month.

i am really not much happy with the performance.
the average speed that i get is around 55-60kbps.
after consulting the customer care i was told it will be this much only although they claim min of 144kbps.
also i was told nobody has any complaints so why are you complaining.

@Kalpesh : No BSNL NIC cards cannot be used outside the city you purchased. If you notice you would have got a landline type number rather than a mobile number. Hence it is limited to the city you purchased it.

Monthly rental : 250/-
The device can be bought outright in which case it would cost somewhere around 3000/-. If you do not want to purchase the device then you could take it on rental in which case you will have to pay 150/- per month as rental. If you take the device on rental then there is a security deposit of 1000/- which you need to keep.
Also in the first bill you would have to pay 3months advance amount.

I have applied for the NIC kit in the month of November. but they said out of stock and will come in another two weeks. but they called us only by Jan 14th and asked to pay the amount. then we payed the amount at that time they told that they will deliver the kit in one week but they delivery by feb 4th only. and then only my main problem started
I have got the NIC kit yesterday. It is having slot of USIM. But the BSNL person delivered did not give me any sim card. He said that this is kit and he doent know anything more. We contacted the division office. the officers said that they do not know anything and contact a computer center.
when we contacted the customer service in the head office. they said the contact the concern division. they are shuttling me between the head office and division office.
i do not know what to do.
i feel very bad for the BSNL customer care people. They were not given proper training before they introduce a product. They compalint that they were send down to 4th place from 2nd place in india due to politicans.
But if they do the service this much bad means then there is going to be a day that BSNL will be closed due to loss.

I am typing this query in sake of my friend in nagarkovil:
I have applied for NIC card in the month of november. they said that it is out of stock and it will be available in one week. i went many times to the BSNL office. but no proper reply from them. at last they called me on jan 15th and said to pay the money. the next day i went and paid the money. they told that they will deliver the kit in one week. but they deliver the kit only in fab 4th.
But then only the main problem started.
one of the person came to my home and delivered the NIC card. But there was no sim card in that. i do not know weather it needs sim card or not. i asked him about the sim he said that is only parcel sent from the regional office. then i took the kit to the BSNL branch in my location. They said that they do not know anything about the kit and they told me to check with the computer centers near by, then i went to the head office customer care. They again send me to the regional branch office by giving a name of the person. then i went to branch office and the concern person is leave for two days. now i have to wait for another two days.
They are shuttling me like anything without any proper response. no body doesn’t think to help me.
some days before when i was watching tv the BSNL staff were telling that due to politicans the BSNL has come down to 4th place from 2 nd place.
If the staff acts without any response like this then there is going to be a day that there will not be a company called BSNL.
The BSNL should properly train their staffs before introducing an product.
Please advice me what to do? Is the sim is required? is installation is a big thing as my friend is not that much aware about installation.

bsnl people once again showed their irresponsibility by giving me a waste NIC device……it’s not at all working……it’s taking minutes of time for opening pages then what is the use of “UNLIMITED DOWNLOAD”……..
so,friends before planning to take this device, think twice and get huge amount of info from your nearest bsnl office….
otherwise you ppl will also hae to face the problems like me……..but one thing is for sure, there are plenty of chances for improving the condition by increasing the number of towers but the govt. bsnl will always sleep and they find pleasure in that despite of serving the ppl………..

@Pawan : How are you measuring the speed of the device, are you using some tool, please let us know. I have never got speeds of above 20KBps (i.e. 160 kbps), infact it might have gone to 19KBps only for a sec or so, but most of the time it is within 18KBps.

@Joe : For BSNL NIC card you do not need the SIM for it to operate. The device is configured by BSNL people who store your phone number into the device, then based on your phone number and the device id, the access authorisation is provided, all this works without a sim.
If you are in WIndows, configuring is as simple as inserting the CD and installing it. For more details let me know. For Linux the details are already provided here

@Sanjeev : I do not think you can change your password and user id. Main Answer : You do not need to worry about someone else connecting and using your user name and password. The device is configured to store your phone number and at the BSNL end they have your phone number and the device id, only when the both match would you be able to connect.

@Gaurav : There is no magical way to increase your downloading speed other than getting closer to the CDMA tower, so if you are 2-3 KMs away from the tower, consider moving with a few hundred meters of the tower which should give you better speeds.
Currently BSNL does not provide SMS and calling options through this device, and yes you can check the monthly bill online, please check the hard copy of the bill, it would have the site url listed, if you want the one for Bangalore let me know I will post it.

I cannot download anything from “rapidshare.com”. When I try to download something from “rapidshare.com”, it gives a error message that Your IP address 218.248.75.149 is already downloading a file. Please wait until the download is completed. This error exists after I restart and reconnect the BSNL NIC connection.

@Debesh : BSNL is using a kind of proxy so many people would be having individual dynamic ip’s but to the networks outside the BSNL network they see only one IP, something like the one mentioned by you above.

@BQ : The best thing to do in this instance is go to to the office of BSNL CSC, serach for the top official there….tell them your issue and ask them to configure/connect. Thats what I did….they had a laptop to which they connected the device and tried connecting…
Only once they had successfully connected using their laptop did I accepted the fact that device is working.

@Murthy : The Deposit charges for the NIC Card is Rs.1000/- if you would like to take the NIC card on rental basis rather than out-right purchase. The monthly tariff is Rs.250/- and the rental for NIC card is 150/-, hence combined it comes to Rs.400/-.
There is no refundable amount after getting the connection, you get back the security deposit back only after you surrender the NIC card.

I have a nic card and whenever i browse or download file it gets disconnected. Its happening frequently and if i download some big files of rapidshare of 100 mb or more and during the download it gets disconnected and i have to re download the file. I was stunned when i kept a 100 mb file for download and the nic card got disconnected when the file was downloaded till 90mb. It has happened for other rapidshare files also. It is driving me crazy.
What is the problem?
Please clarify it.

I can’t download any thing form rapidshare So, for downloading a rapidshare file, I tried “Rapid Hacker” and spoofed my IP Address and Port no. for downloading a file. I thought it was Temporary but it was really not. Now my Internet Explorer is working on that spoofed Proxy. I want to change to the Real IP Address 218.248.75.149. For this I want its Port no. @Prateek: I am not sure about the ports….I just know that BSNL uses a common IP for NIC card users hence rapidshare downloading gets blocked for most of the users.

its not give a proper speed that we can open web page or email easily ..
so many people had purchased this NIC card in near 3300 and now if we want to cancel this they are not give any refund regarding that instrument so whomever have this type of problem you can also complain like me @ core.nic.in site. I had complained and got positive result
My concern is that so many people invested their money like rs.3300 apx to this instrument and if we cancel this its like a toys for us so they have to refund it.
If 100 people are not satisfied with this that mean 3,30,000 rs. invested in this toys.. !!!
so people make some revolution and be happy so Such companies will aware with it that people are not fool.

I am a customer of the NIC. Even though the service personals are good for nothing fellos, I still use it . In the begining there were some problems. But now it is ok and I cannot spend a day with out it !

guys…i wonder y i c y lot of people r so arrogant here…at rs.250/month bsnl is offering the cheapest internet service in the world…i mean at $5 for 16KB/s for a month …can u believe it…now…regarding slow connection issue…guys ..each bsnl tower has a capacity of 350 connecctions only…and as NIC is the cheapest option availabale…the demand for it is huge…so most of times they give more than 350 connections…now ..we 2 had the same prblm here…we made some complaints to higher authorities …they increased the capacity and now i get around 18KB/s at offpeak time and 8KB/s at peak time…and better u all guys make some moves like this rather than crying against bsnl here…infaact bsnl is much better than reliance who gives unlimited connection of CDMA 1x at around 1000rs and never gives speed of 16KB/s and tata whose unlimited net costs RS.750 for a month..

@Rajesh : For BSNL NIC cards the common password is the username itself (infact both the username and password is the telephone number provided to you.)

, common people…and regarding the procedure to return back the device, I am not sure but I think you could submit a letter to them telling them to cancel the connection and adding that you are return the device you took on hire (also mention the ESN number). and ask them to give back any security deposit them may have taken.

@Shah Nawaz : Please check the bill, they would have broken down the details about each item which adds to 3400. I assume they have taken the device as a sale and included the remaining amount in the bill.
For example, you would have paid the security deposit of 1000. And the first bill should be 440 x 3 = 1320 + 250 (Activation) = 1570 + 1900 (Assuming the device sells at 2900 and you have paid 1000 already) would add up to 3400.

@Kanchana : What reply are you waiting for, BSNL does not call the user and tell the user that the card is activated. You have to keep trying. As for poor signal strength, the software generally shows it that way before activation of the number.

@Noufal : I completely agree with you, at the price which they provide the service it is just too good for the price. Moreover all the buyer must first confirm if the device works in their area before they go and buy the device. For checking contact you lines man or any other person in the BSNL office and ask them if anyone is having WLL phone in the area you live, else ask them if they can get a WLL phone and check the network in your area.

Some people says that download speed not enough. This is not the fault of the device , the download speed depends of the server where you downloading from and the connections availability. Example if you try to download from Microsoft( just try to download something) then you will get atleast 12 to 18 Kbps. I am not saying that Only Microsoft website can provide you better download speed , on the internet there is lots of sites that will give you maximum download speed, it depends opon you that which one you will choose , my advice to selet a download server site by searching on google or bing, if the download speed not good enough for your specific file then close then cancel the download and try it from another site.
Always Use download manager (like freedownloadmanager,Download accellarator plus, Flashjet these are free ) these will give you the maximum download speed including Resume support(it will more help full if you downloading large files) but remember alll sited does not come with resume support.
And use Torrents (for more detailshttp://www.what-is-torrent.com/) for game files and movies and softwares those are probably large files. Here is also the download speed depends opon the seeders and the traker availability. If the seeding is goood enough then you will get atleast 14kbps to 19 kbps speed. (there is setting available on bittorrent on Bandwidth just change all the uploading speed as “0″ to “1″ so you will get more download speed than ever.)
About me i am using this from since 9/2008 , every month my minimum download limit exceeds 15GB and i will choose better sites for a specific file to download .
I will give 10/10 for the Huawei EC 325 mobile connect its perfect economic solution than Reliance and Indicom or other ( your head will blow after getting the bills those are postpaid, i tried Reliance data connect for a month i got a bill of 2700 Rs which is equal to 3 BSNL unlimited broad band connection bills) , i think private operaters can’t even touch the BSNL in the feature.
AND private operators using their “business tactics” to creat rumors( i agree that somewhat BSNL is not good on broad band service) and doubts on BSNL service to attract the people towards them until the customers realize its a “trap” , what ever they do they never going beat BSNL in this country, and i always support nationalized companies espicially BSNL.
Hopefully i will try 3G service soon , and i will leave the comments about later.

@Kaushik : The BSNL data card comes with the software CD which has Vista drivers and the software, so in case you have lost the CD try contacting the BSNL CSC, they should be able to give you the CD for installing the drivers provided you take your laptop to their office…

dear sir,
i am one of the recent subscriber of bsnl nic card ( Huawei EC325). It was earlier informed that the particular device provides 144kbps, but it hardly crosses 2 kbps downloading. The device shows 230.4 kbps but using it is nothing but pathetic. In short, the speed is pathetic and cant be used.
Please make a remedial suggestion so that i can continue with the service or i have to loose or hoe can i increase the speed?

I was a customer of BSNL NIC datacard orissa circle.I would like to tell u that before taking bsnl wireless service make a demo at u’r locality.144 kbps means 144/8=18 kBps(kilo bytes per second) and u will never get that speed if u’r living in an urban area as it is using dynamic ip hence it depends upon no of users currently connected to that server.Be prepare to get around 5 kBps and consider yourself lucky if u’r getting more than that.It is really true and with that speed u can’t download even 2 gb per month though they r giving unlimited usages.And also browsing is so slow that u will get bored after 1 hour of 1st use.So if possible u can opt for BSNL broadband 500c plan,and i must say that is the best plan currently available in India.

@Satya : You are right here again, the minimum hire period is 3 months and once you buy the modem it is yours and you cannot return it and neither can you give it to someone because the number is soft coded into the device by BSNL and it is linked to your address.

@Kiran Bashetty : One of the main points before buying any product/service is to do a proper research, I do not think you did that, also you could have asked the BSNL people to provide a demo in your area. Nothing much can be done to increase the speed by changing any setting in your PC. One thing that can be done is you could check with BSNL if they have lots of people using this service in the area you are using the device, if so they could do well to increase its capacity.

It has written good 144kbps in Rs.250 but, 250+30(tax)and is one of the worst internet service, to open a page it requiers 2 to 5 minutes and about downloading 1.5 to 3 kbps…If you are going for complain… you will get one answer from customer service department ….why not close the account or it is network problem

@Rafeeq : The activation time is usually 1 to 2 working days, if it takes more time do contact your BSNL office.

@Reema : The bill would have only the payable amount. Unlike the telephone bill you would NOT get the list of web URL’s visited by you.

@Reema : The monthly rental is Rs 250/- only. But if you have taken the modem on rent then it would add another 150/- to your bill amount. So in short:
If you have taken device on rent : Rs250+Rs150 = Rs.400/-
If you bought the device: Rs 250/-

Sir, can you please tell me how do i run NIC internet in my vista 64? Do you have any drivers or other solution? It keeps giving me error 619 in vista 64.What should i do? If its not working in my laptop its totally useless for me. And neither i am going to get back my 3000 Rs. Is BSNL planning to develope something for 64 bit vista so that our existing NIC works on it? please help me if you have drivers or any solution.Even modem manufacturer “Huawei” refused to help and said go to your service provider i.e BSNL. And BSNL said we can’t do anything.I am planning to lodge a case against BSNL in consumer forum. I also lodge a case against Nokia, and believe me I got New cell just in 5 days, before I lodge a case they make me wait for 2 months nearly.So I am going to do same with BSNL. I request others who face problem with Vista 64 bit to do same.There is no fees or any charges for doing case.
My only request to others please don’t buy it.

I have taken the BSNL NIC scheme of Rs.250/month. But The speed is so slow it is very difficult to work in internet. Can I submit the NIC & take the Home Combo plan-Rs.500/month without giving any initial deposits & installation charge with my existing Land line connection. Like Land line telephone connection BSNL should give some % of the initial deposit of NIC card or BSNL should increase the internet speed equal to Broad band like Home combo plan

My BSNL NIC is so slow that you can not imazine. Now also the monthly tariff is is increased from Rs.250 to Rs.350.But the speed is now same. Is there any scheme to change from NIC to Home combo plan of Rs. 500/-.

@Digambar : I dont think there is any scheme to change from NIC to Home Combo directly. You would have to give close the NIC connection and go for the Home Combo by applying seperately. The deposit would be returned to you after your request has been processed by the accounts department. So you will have to pay while taking the Home Combo, no escaping

@Lotus : No..you would not be able to directly use it over there in Shimoga….generally BSNL CSC will do some setting which may or may not be possible for Shimoga depending on the fesebility….so check with the nearest BSNL CSC.

@Atul : You would not get the amount you paid for the purchased of the NIC card back. It is non-refundable amount.

@Rahul : I am not sure if you can change to broadband connection with the same number, but why would that matter, I do not think you would be giving out this number to anyone to make calls to you. Also atleast in Bangalore they give a specific number series for NIC which is 201xxxxx so I dont expect them to give you the same number, but check with them, you never know.

@simbu : I cannot comment on that, you need to go to the BSNL office and ask them, else if you know of any person using the WLL phones in your area then that is the indication that it will work. You need to know if BSNL has CDMA towers in your area or not.

About the billing u have to submit 1531 for rented modem(1000:security refundable+250 activation+250 advance+31 service tax).Monthly (250+150rent+12% service tax).basheer

How come it suddenly breaks down? Like last 6 months, I’ve been downloading at 141 kbps at a regular speed but now it’s become so vary… at one time it’s 153 and anothers it’s o bytes….

hii sir i m living in maharashtra jalgaon . .n i m thinking 2 buy a usb modem 4 net..but i am v.confused which 1 to buy…can u tell me 1st tht which 1 is better in between bsnl nic data card or idiea net setter in speed..if speed is the same then i thnk nic is cheapest then all..and the 2 thing if i buy a nic 250/mth in tht hw the yahoo messenger is working n what if i use the cam?? will cam run properly . . . .and 1 more last thng i m currently using net from my airtel phone..through bluetooth…is nic data will give better speed then tht…it shows the speed of 129 kbbs…and downloading speed 2kbbs to 7 kbbs …so plz let me knw which 1 is better….thanx

@Sumit : Depending on your area you can expect speed equivalent to your airtel phone, since the BSNL NIC card max speed is 144kbps. So using the cam will be very choppy, but your messenger will work fine. I have no idea about the net setter device. I hear all the higher varieties, the EVDO, photon+ etc. So no point in taking the NIC card.
